Stephanie,
This is so true. Many states don't require a head count of homeschoolers. Here in Vermont I know many families who don't enroll in the state's home study program so even our figures are inaccurate. I know, I was one of those families! I figured it was none of the state's business and I knew my children were well cared for and getting a better education than their public school relatives and friends.
